What is a blacklisted phone?
When someone doesn't pay their phone bill or if someone reports their device as lost or stolen, the carrier will blacklist the device, which will make it unusable with a phone plan.
How is it possible for the seller to miss that my device was blacklisted?
Only the carrier has access to the list of blacklisted phones. Sellers do not have access to such information, so they're unable to catch the blacklisted device prior to customers trying to activate their device (in some cases, customers can access their device successfully only to be locked out later by the carrier).
